PROPOSITION FOR CONSIDERATION BETWEEN: BUCHANAN COUNTY SOCCER, DICKENSON YOUTH SOCCER LEAGUE, LEE SOCCER ASSOCIATION AND WISE COUNTY YOUTH SOCCER ASSOCIATION.

ESTABLISHMENT OF THE SUPERLIGA COMPETITION

ESTABLISHMENT OF THE “La Copa de Montana” CHAMPION

We propose that the combined agents, authorities and boards do

hereby seek to create a combined SUPERLIGA competition in the U12, U14 and U16 divisions of youth soccer. For the purpose of furthering skill and competition among youths, this SUPERLIGA will comprise competition from both ‘house’ leagues and teams other associations. We propose that each league submit all teams within the division for competition in the SUPERLIGA and that this competition shall not be conducted among or as select teams. This proposition shall include Buchanan County Soccer Association, Dickenson Youth Soccer League, Lee County Soccer, Wise County Youth Soccer Association. The winner of this competition shall be deemed the SUPERLIGA champion for fall and spring season, with the champion of each season meeting as the last game for spring to determine “La Copa de Montana” winner.

We propose the following elements of competition:

  1. This cooperative agreement between the boards shall comprise the ______________________ for the purpose of establishing interleague play in youth divisions. The results of this interleague play shall named SUPERLIGA competition and COPA DE MONTANA champion in each age division.
  2. SUPERLIGA shall not be select team competition or all-star team competition. Each team in a league division shall be entered into SUPERLIGA competition.
  3. Each team shall play 75% of other teams on one occasion in the competitive season. Match location shall alternate between fall and spring season.
  4. FIFA rules shall apply unless otherwise noted and/or modified. Local board rules in force when made known in advance, otherwise the Laws of the Game shall apply.
  5. There shall be at least one Center Referee and one Assistant Referees (preferably two). Games may not be refereed by coaches of teams participating, but may be refereed by coaches, volunteers, parents within the league. Sensitivity shall be made towards the lack of availability of USSF referees, but all due effort shall be exercised in a) playing all matches in the spirit of the Laws of the Game and b) obtaining USSF referees as possible.
  6. Matches shall be contested by teams comprised of previously submitted rosters with names and birthdays that conform to USYSA soccer age as of Aug. 1.
  7. Matches shall be contested with teams in the _____ format with _____ players per roster.
      1. U12: 7v7 format/maximum roster of 10
      2. U14: 8v8 format/maximum roster of 11
      3. U16: 9v9 format/maximum roster of 13
  8. The ball shall be size No.4 for U12, No. 5 for U14 and U16.
  9. The length of SUPERLIGA matches shall be 60 minutes (4 fifteen minute quarters) with 10 minute halftime with no injury time.
  10. All participants will adhere to standards of safety and behavior, including coaches, spectators and players.
  11. The pitch shall be appropriate per age division.
  12. Substitutions shall be unlimited with re-entry to facilitate all players receiving 50% play time. Substitution on dead ball possession only.
  13. Results of matches shall be recorded in standard soccer format: Win-3pts, Draw-1pt, and Loss-0pts. All SUPERLIGA matches shall end via penalty kick format.
  14. Matches against teams in the home league shall be administered by that home league and the results accepted as factual for the purposes of scoring. Home league games should be played to the same level of scrutiny and diligence as any SUPERLIGA matches.
  15. For the purposes of SUPERLIGA, home league matches that will be counted towards standings shall be identified by date in advance and not selected de facto as they occur.
  16. Results for the calendar week shall be reported via email to each of the member boards no later than Sunday at 9pm. Standings will be updated immediately thereafter after review by all affiliated boards. Fixtures will be recorded by the referee to include goal scorer and time and any yellow or red cards. Coaches are required to submit a printed roster with all players prior to the beginning of the match. It is not necessary to identify substitutes in advance.
  17. Rule infractions will be referred to a Rules and Discipline process. Any yellow card in three consecutive games will result in a one SUPERLIGA match suspension. Any red card will result in a one SUPERLIGA match suspension. Additional discipline problems will be dealt with as needed. Infractions incurred in a SUPERLIGA match shall be adjudicated by principals jointly.
  18. For the purposes of SUPERLIGA, jamboree matches may be counted towards league totals if play is agreed upon in advance and duration is consistent to league matches.
  19. Home league games may be played at any schedule deemed sufficient for the league. SUPERLIGA games may be scheduled as agreed upon by the principals.
  20. Matches shall be played in all conditions except steady downpours and electrical storms. Match postponement in home league per league standards. SUPERLIGA postponement is per league presidents or designees. Rescheduled matches are done in the most amenable manner.
  21. The fall SUPERLIGA champion and the spring SUPERLIGA champion shall meet for one two leg match immediately after the conclusion of spring SUPERLIGA. There shall be no use of the “home goals” rule and these matches shall be determined by penalty kick shoot-out following FIFA rules. The aggregate of the two matches shall determine the winner. The winner of this champions two-leg match shall be deemed to have won “La Copa de Montana” and be designated Copa Champions. Should the fall and spring SUPERLIGA champions be the same team, the second team shall be the determined by the next highest points total from both fall and spring. If the team cannot be determined by points, determination shall then be made by goal difference then goals allowed then goals forced.
